Who Actually Represents Foreign Manufacturers in Britain

Since Brexit, a manufacturer with no UK presence cannot place a device on the Great Britain market alone. It must appoint a UK Responsible Person — a UK-established entity that registers the device with the MHRA, holds the technical documentation, and is the regulator's point of contact.

It is a legal requirement that created an industry overnight, and almost nothing is published about who that industry serves. So we counted. Across the UK device listings we hold, 88,620 records name a UK Responsible Person — 1,639 distinct UKRPs representing 7,935 manufacturers.

Here is what that market looks like, and the one structural fact in it that should change how you choose.

The firms doing the most of it

Ranked by manufacturers represented rather than device count — a UKRP with one enormous client is a different business from one with three hundred small ones, and the client count is the better measure of who does this for a living.

Note the ratio column, because it says something the ranking does not. Emergo carries about eight device records per manufacturer; Qarad carries fourteen; MedEnvoy carries under five. That is the difference between representing a few large portfolios and representing many small ones, and it is a reasonable proxy for what kind of client a firm is set up to serve.

It is concentrated at the top and enormous at the bottom

The top five UKRPs hold 22.8% of all manufacturer relationships. The top fifty hold 52.9%. The remaining 1,589 firms share the other half.

But the tail is not what it looks like. 936 of the 1,639 — 57.1% — represent exactly one manufacturer. Those are overwhelmingly not service providers at all: they are the manufacturer's own British subsidiary acting as its own UKRP. Strip them out and the professional UKRP market is a few hundred firms, not sixteen hundred.

That is the first practical implication. If you are shortlisting, the field is far smaller than a directory search suggests, and most of the names you will find in one are somebody's in-house entity rather than a firm you can hire.

The choice is harder to reverse than it looks

Almost every manufacturer here uses a single UK Responsible Person — 43 of 7,935 use more than one. That is the sensible arrangement rather than a surprising one: a UKRP covers your devices, and there is no particular reason to split them across two firms. So the number tells you what normal looks like, not that anyone is trapped.

What makes the appointment hard to reverse is structural, and it is worth understanding before you sign rather than after. Your UKRP holds your technical documentation. It is named on your MHRA registrations. Where a UKCA mark is affixed, its name and address appear on your label. Changing it means re-registering devices under a new representative and, if you are UKCA-marked, reprinting labelling.

None of that is a reason to avoid the decision. It is a reason to make it deliberately, with three questions:

• Is your UKRP independent of your distributor? They are different roles and there is no requirement that one entity does both. Combining them concentrates a regulatory dependency and a commercial one in the same counterparty — the same trap that catches manufacturers across Asia and Latin America, with the difference that in Britain you have a genuine choice.
• What happens to your registrations if you leave? Get the transfer mechanics in writing at the start, not at the end.
• Does the firm actually work at your scale? The records-per-manufacturer ratio above is a starting point. A firm whose book is 500 single-product clients is a different proposition from one carrying a dozen large portfolios.

Why nobody has published this before

Because it requires joining a regulator's device listings back to the representative named on each one, across a whole market, and then resolving thousands of company-name variants into distinct entities. The MHRA publishes the field. What it does not publish is the aggregate — who represents how many, and how concentrated the result is.

It is also worth noticing what this data does not exist for. Britain is unusual in naming the responsible person on the public record at all. Ask the same question of Taiwan, Malaysia or Thailand and there is no equivalent field to count — which is why regulatory representation in most of Asia remains a matter of who you happen to know.

Method, and what this is not

Counts are from Meridian Trace's UK device listing corpus: 135,502 records, of which 88,620 (65.4%) name a UK Responsible Person, resolving to 1,639 distinct representatives and 7,935 distinct manufacturers, as at 25 August 2026.

Three limits worth weighing:

• These are archived UK listings, not a live registration count. They are a historical snapshot of the register, so the shares above describe the shape of the market rather than current market share. A firm that has grown or exited since will not be reflected.
• Entity resolution is a derived judgment. Grouping name variants into one manufacturer is our inference, not a fact from the register. It is good enough for the structural pattern described here and not good enough to be the last word on any single firm's client count.
• 34.6% of records name no UKRP, which will include UK-established manufacturers who need none, as well as gaps in the record. The 7,935 figure is therefore a floor.

None of this is regulatory advice, and nothing here is a recommendation of any named firm — it is a count of what the public record shows. Verify against the MHRA's current guidance before making an appointment.
